The market of icos is never going to disappear, not only there is a lot of money in such a market for the developers, there is also a lot of money to be made for those that are skilled investors and the stories of people becoming very rich overnight are going to keep inspiring newbies to invest in those coins even if the chances they lose everything are close to 100%.

In my opinion, only the ICOs that were serious in achieving their goals will remain. You can determine one project is good if they can be able to provide a working product since it gives more confidence to investors that they know what they're doing. I've been keeping an eye out on NeuronChain for now. They're one of the projects out there who developed their product first instead of making promises with a whitepaper.
