As far as I know the transference of Bitcoin or any other crytocurrency is prohibited in Bangladesh. As payoneer is supported in bangladesh complying with all the rules and restrictions of the country, I do not think it is possible to convert Bitcoin to FIAT currencies in Bangladesh.

Bitcoin is banned in Bangladesh as i recall so any kind of transaction is illegal. And Payoneer is legal which follows the regulations of Bangladesh so your account might get ban and can face serious punishment if you convert. So it is suggested to remain discreet if you do convert.

You do have some options but they are kind of risky. Also someone already pointed out, payoneer doesn't support such association with bitcoin so if found, they might close your account. You can use a card to convert from bitcoin first and then convert it into payoneer account.
