I have many addresses that have been attacked with this tracking dust. I use Tails OS with electrum. How can I mark or spend just these inputs? Is it possible with electrum? If not, is it possible to do on Tails OS with a different client? I prefer to use only a live OS in a secure environment, I do not take risks with my btc lightly.

If you enable the Coins tab, you can select (hold CTRL-key) all inputs you want to use. But: if you select dust transactions received on different addresses, you'll link them together compromising your privacy, which is the opposite of what you want.
My personal preference is to always use coin control, and choose my own inputs.

Even if you could freeze certain inputs, you'd have to do this again each time you restart your LIVE OS. That's not a permanent solution.

If so, they may send you more dust after you make another (large) transaction, so consolidating the dust onto the real address won't help you.
Otherwise you could take all dust and larger inputs that belong to the same address, and send the full amount at once to a new (or even the same) address to consolidate inputs that belong to the same address.

Samourai wallet has a 'do not spend' setting to isolate things like this. As far as I know no other wallet has this feature. I'm not sure how happy you'd be to introduce your seed into a relatively unknown wallet but that might be the easiest option.

As LoyceV mentioned... you can use the "coin control" features in Electrum to spend specific UTXOs...

Unfortunately, you can only "freeze" addresses (right click and address on the "Addresses" tab and look for the "Freeze" option) and not specific UTXOs. However as already mentioned, as you wish to use a Live OS, both of these options are likely to be of somewhat limited use to you as it will likely become quite cumbersome having to take the time to specify specific UTXOs or freeze specific addresses each time you wish to conduct a transaction.

If your goal is to separate your "wanted" BTC from this "tracking dust", one option that springs to mind is the option of using coin control (or crafting manual transactions) to push all your wanted BTC through a mixer to a new address (or addresses) and abandoning your old wallet/addresses. This would help maintain your privacy whilst separating "the wheat from the chaff", as it were.
