one person send me pm that his account in this site is restricted for withdrawal and he transfered 1.23 btc to my site account and told to me that deposit 0.01 btc in site for withdrawal(he said dont have 0.01 btc)
is this not a joke?

Of course it's a scam. If your account really has 1.23 BTC, why would it need another 0.01 for a withdrawal fee? Not to mention that 0.01 BTC is too big for a single transaction fee in the first place.

Yes monocrypt is a scam, so is sidecrypt and westcrypt, and any other crypt which clones Cex.io.

No, it's not a joke, it's attempted theft.
Post a screen shot of the pm and the sender will get negative trust, or banned if they have been spamming it.
