IDEX is safe to use and I don't see anything that it is a scam or a phishing site because a lot of traders now are using IDEX now, you can also try Forkdelta but IDEX has more coins available to exchange than forkdelta.

All exchanges carry some risk and I'm looking forward to the day they're no longer are required, but Waves DEX is a reputable decentralized exchange. It's relatively simple and user-friendly and their wallets seem to do the job.

dont think there is any best exchange, a better one but processing fee expensive, a cheaper transaction fee but trust might not that high
