There's absolutely no way miners would
vote to change the proof of work to something they're not already invested millions into.
It'd be like convincing all the steel unions to move the funds to the forestry union, it just won't happen.
The time to solve this problem has come and pasted us by. I was hoping proof of capacity would replace proof of work, but nah
