This is the only user that appears to have interacted with him using Merit.

However, based on his activity, it is likely that it was airdropped merit, rather than received by anybody.

You are correct. There are no merit sources because he became a member before the introduction of merit and he got 10 merit for free, based on the level of his account.
He sent 1 merit but did not receive any.

Took a glance at his recent posts. He won't be getting merit anytime soon if he keeps spamming P&S like that.

I never really understood people thinking that P&S is of some sort of lesser quality on this forum. I would honestly think that the discussions going on at Politics and Society have a lot more meaning them conversations that occur in the Bitcoin Discussion, Services, Economics, etc.

Where these sections are mostly just a circle jerk about Bitcoin.

P&S is people going back and forth on certain subjects, it at least seems more lively.
