I'm curious , do you need to have a blockchain to run decentralized / permissioned applications? (Example Ethereum)

Is there an alternative way to do this? (Example DAG)

Not necessarily, we have BitTorrent, Popcorn time, Tor browser etc. they're all decentralized but none of them uses the blockchain technology. Ethereum seems to facilitate the creation of dApps though and that's why It's what everyone is using now.

Interesting. Could quantum cryptography be used to create decentralized applications by providing the underlying layer to the technology?

Yep, people have been developing decentralized stuff for 1-2 decade(s) without it. Using the blockchain technology to build Dapp can be done with Sidechain and implementing its distributed ledger, a lot of consensus protocols are possible. Horizen has been working on their own for some time now. "Plasma" from ETH is based on sidechain.
