Do you just want to  short btc, or do you want to withdraw fiat in usd/eur? No exchange will let you do that without registration.

Well each day there are more and more exchanges. And all of them provide new services. I think I read somwhere that VELVET Exchange will add this pairs to trade. But there was't mentioned exact date.

Depends how much btc you going to sell, most of the exchanges will ask you to register and ask you for documents.

You can't do that without any registration,even localbitcoins.com needs verification with any of your documents so you just have to find some trader and swap personally,better change this tittle to "Selling bitcoins for USD/EUR" and can add preferred receiving method.

Don't forget to use escrow
