You should post this on service sections, as most of "job hunters" are there. Maybe try to add your budget too in order to make your offer look more attractive, just my 2 cents.

This overview has great designers.

Check your preferred designer there and see if what that low budget means to them. You should be the one who is contacting them if you need their service. No one would contact you through your telegram unless they noticed this post.

Also you can escrow the funds and hold a contest from where you can choose the design you like the most.
It could be a more low budget option, although it may be a gamble (not enough good designs could compete) and it would be nice to also give some reward to the first few places too, not only the winner.
