Online buddy in Vietnam needs to buy Bitcoins

Someone I'm communicating with online needs to buy bitcoins for a small deal we're engaged in (regarding an site invite code). Going by the following message on okpay.com, I'm guessing that buying bitcoins, for him, is actually quite convenient. What is the best and fastest way for him to buy bitcoins? Note that he's only going to be buying about 20 USD worth of bitcoins.

I would imagine, just make an OKPAY (or one of the alternatives) account, make a BTC-E account, buy the bitcoins, and export them to his wallet?? Wait, does OKPAY entail a bank verification that could take 24 hrs. or more?

I ideally want a faster alternative.
