It's fine that they're expanding but there are ways for Russian citizens to buy Bitcoin now. What makes you think that a new exchange will persuade more of them to do it?
If it was a big exchange opening in a country where there was none it would be huge news.
We don't need more exchanges. We need more businesses to accept cryptocurrencies.
They are not just about to open new exchange. They are about to open new mining farms in Russia now when it would seem mining is no longer attractive. Also Huobi Russia entered into a partnership with the
Plekhanov University and will be engaged in the development of an educational initiative for the elaboration of Russian blockchain projects.
So it's much more than just a(nother one) sub-division of the exchange.
