SIM cards without registration

I need around 20 - 30 mobile numbers just to be registered.
In EU every number have to be registered with ID - that is no problem for me, but to keep this number few months i have to top up it every month.
I dont want use this numbers, but they just have to exist for at least 1 year.
I'm looking for cheap option to buy 20 - 30 numbers that will exist at least 6 months without monthly top ups.
Do anyone know service like this?
