You are a member on bitcointal.org and you have no trade history also you have few untrusted negative trust and sent few negative trust which has no reference. I this case I have doubt you will be able to see 60$ PayPal or not here.

Friend and family is not safe at all, seller can just pay with their credit card  and  chargeback
He can also contact paypal and say it was an unauthotized transaction

These negative trust are from 2 untrusted member, I can easily make 10 account and give to myself positive trust...

Also I don't need this service anymore ,I cashout the money to my  bank account and pay what I want with bank transfer, it cost me 0 fee
