Yes, I have already read about the general rules governing the activities of ICO in Russia and in general I liked them. The intended regulation of ICO activities should almost completely eliminate the problem of fraud in ICO. In this case, the regulatory authorities will control even the targeted use of the collected funds. True, I did not know for sure whether the right to invest in ICO projects was granted to all citizens. Limiting the possibility of investing $ 9,000 a year can be a good idea so far. We can assume that in this way the state protects citizens from causing them significant material losses. In general, I have a positive attitude towards such an ICO regulation project.

According to my studied data, Russia has never been forbidden to invest in ICO. Russian legislation is written and published simply to adapt to an existing situation. But still it is pleasant to note that the Russian authorities are paying attention to the development of the crypto industry.

I never knew that Russia does not allow its people to invest in icos as i have seen a large number of icos coming from Russia in last two or so years, it is encouraging to know that Russia is implementing regulations on icos so that scammers can be banned and investors can be saved.

So what's the point if there is no ban on investing in ICO in Russia now and everyone can invest in ICO. This is more like a tax for people who are engaged in investing in cryptocurrencies and ICO.

This is just a reddit post and ot can't be taken as reference to anything since there is no discussion in that post too other than first post.But as far as I know rRussians can be able to participate on any ICOs if they want they are not restricted bu their governments.SO you can invest more than $9000 as well.

ICO market is an unregulated market and the investment is always done with cryptocurrencies (mostly it used to be ethereum) and they are also unregulated. so they can't actually "permit" anyone to invest in something that they don't control!
if some Russians chose to invest in ICOs and get scammed then they were already doing it.

At least they are allowed to invest in ICOs but this still doesn't secure the investors protection.
I'm thinking that how they can monitor an individual on how much he already invested to ICOs. There's no way to find it out unless those ICOs are registered on Russia's jurisdiction, well anyway its for them to find out.

I think its good if ICOs regulated by government. With regulation from government, it will reducing scam ICOs in market and government can protect people investment. Cryptocurrency market these days is like unregulated market because many developers can run from their project and scamming people without punishment
