If you see spam - use the "magic" button Report to moderator  
If you see off topic - use the "magic" button Report to moderator
If you see any violation of the forum rules - you already know what to do

Perma ban for starting off topic threads is too much for a punishment if they're in a sig campaign a quick red tag will do the trick. The Philippine local board had the same spam problem eventually it stopped after rickbig became the local mod. Tons of off-topic posts were deleted and inactive threads immediately locked to prevent necro bumps.

Always use the report to moderator most of the time they respond to reports that involves spam or off topic posts and it should be enough to stop spammers from getting out of control.

Spam is any post which does not add value to the discussion. Either it of itself is low quality, or the post has already been made and it is just a repetition of already discussed topics.

There is spam on most of the forum boards, with some more severe than others, having lots of spam mega threads, where the discussion is already moot but the thread drags on with repetitive replies, and the OP has already abandoned s post.
As has been mentioned, you can always report, spam, plagiarism, malwares to the mods for action.

That is a local board where people talking in a specific language post. Your account is a newbie with this being the first post. We dont even know if you were here already with another account such that you draw the inference that the entire board is spam.

Report them as and when you feel that it is spam. I doubt how much knowledge you have in that language but if you do feel a lot of accounts are posting in a similar manner message the moderators about it.

Oh, I think it's a pretty reasonable assumption that OP is somebody's alt account and that he's fishing for merits here.  Nobody just registers on a forum and writes a post like that as their first one, not even if they were lurking for a long time.  

And I have to be honest, it's a horrible first post anyway.  For one thing, it's nearly incomprehensible and hard to follow, and for another it's basically saying obvious stuff that most members who read posts in Meta already know.  If this guy is aware of how bad the spam problem is on bitcointalk, there's no reason whatsoever to define it for the rest of us.  There's no reason for this thread at all, actually.  It probably should either be moved to B&H or trashcanned.

Ah, I didn't even look at his registration date.  That actually convinces me even more that it's an alt.  OP, you're not required to do so, but would you care to say whether you have other accounts on bitcointalk?

yes, in my opinion, many posts that are keyed by the moderator may be repeated posts

Someone who registered few months ago, like this account can have gathered a little information about the forum from reading. But it does appear to be an alt as BPIP shows last active to be the day it was registered, this session is yet to be recorded. So the account was inactive since creation.
And yes, it surely is a bad first post, and appears to be seeking approval from other members.

OP you could search on Jet Cash's fit to talk project.
It helps users who are not native English speakers to grasp the language and be more comprehensible

That's is a local board and am sure spammers are really messing it up and they are also in other sections of the forum like the alt discussion.
Well the new system seems to be reducing it form what I have heard but spamming can only be controlled and not eradicated you can do you part by reporting to the moderator

You didn't even "discussed" anything what you have considered as a spam and the example you have given is the whole Indonesian board. I don't know if you are trolling or not but I don't get why would you even link something in the Indonesian board as definitely it won't be in the English language. You are talking about a lot of changes here for person who posted in the Meta board right away, surely you are just an alt account of a farmer testing out if this post will receive merits.

Well you will going to notice one day that you will be posting spam especially if you will going to join in bounty campaign wherein bounty managers will require you to spam some message that contains some ads that will going to promote the project. And then what happen next is that you will be reported and probably you will have the chance to be ban because of plagiarism.
