Where my wallet should be registered? which the best wallet? I didn't find any information about best wallet.

A wallet that gives you control over your private keys. If you don't have can't afford a hardware wallet, use Electrum or bitcoin core.

I wouldn't recommend any wallet where you need to be registered (ie. any online wallet). Some of these services may not even give you full access to your coins, potentially even freezing or confiscating your coins at their whim.

For most cases Electrum (electrum.org) should be fine. For more secure storage, purchase a Trezor (trezor.io) or Ledger (ledger.com) hardware wallet. For a more detailed overview, follow the links posted by LoyceV above.

there is no such thing as best wallet, a hardware wallet is probably the worst wallet for a day trader who needs to send/receive bitcoin 10 times a day, while an online wallet is the worst for  someone saving bitcoins for his 2 years old daughter.

the best wallet is defined by your needs, are you going to store it for a long time? you won't need to access it often? do you use it daily?

Even if you use hardware wallet there's no guarantee that your funds won't be in danger, such as when your hardware wallet is broken or have some bug. Paper wallet is safer than hardware wallet as long as you can back up correctly. If you don't use Bitcoin daily and wanted to store it for years then paper wallet is more appropriate to choose imo. So yeah, it's back to taste and more importantly how careful people can back up the seeds/private key.

For the majority of people, I usually recommend Electrum provided your computer is secure.
For anything over $100 (or set this amount per what you're willing to lose in a worst case scenario), please use cold storage.

If your hardware wallet breaks you can get a new one and import your 24 word seed phrase and restore it. Your crypto wont be lost. Or import it to a different wallet that supports this function.
Paper wallets are good for long term holding but they are not very handy if you need to make a transaction every now and then. Also, they are easier to destroy physically, water, fire, tearing etc. My point is, nothing is 100% safe if you are not using, storing it properly.

It is very convenient to use a hardware wallet, anytime, anywhere you can use it and spend some Bitcoin. But here is one thing that you need to remember, always keep the seed phrase on these wallets in order for you to recover your Bitcoin stored and transfer to a new one hardware wallet. I also don't recommend such as any wallet, it is your responsibility to research which good. No blaming if you get hacked by scammers because I introduced you a wallet.
