I understand that report button is needed when a user found another user that has suspicious activity or promoting scam or any non sense related post. My question is that Is it the user being reported or the post only? What will happen to a reported user? Is there any consequences that will be sanction to a reported user?

The post gets reported, but the mods/admins can see the user who posted anyway, so pretty much both.

What will happen to a reported user? Is there any consequences that will be sanction to a reported user?
It depends on the offense. If the offense isn't that serious, then probably the post only gets deleted. But if it's something more serious like plagiarism, then the user gets banned(as you may see due to the "pls unban my account" reports on the Meta section).

You can report plagiarism too (if you feel comfortable writing all the details in submit report) it will cause permanent ban to user.
You can report the post and put all the duplicate post created by user, it will cause removal of all duplicate post . In same way you can report all spam post of user to be removed and I guess it might bring temp ban to user.
You can report the post having referrals link and those post will be removed and you can use this button requesting mod to move the topic to the desired board.

You do not have to pay too much to your personal reporting stats (number of reports, % accuracy, good/bad/unhandled), since the benefit for all normally will outstand a personal ratio such as accuracy.

An interesting perk is that, once you get make 300 good reports, you get to see a your personal reporting history, allowing you to see the report status of the last 40 or so reports (until then, you will not be able to know which specific ones have been marked with what status – only your overall scores).

Consequences to the reported account may vary from nothing happening, post/thread deletion, temporal ban and permanent ban.

The "Your Reports" page actually shows the last month of your reporting activity, regardless of total number of reports you have made. Right, thanks. I wasn’t fully aware of how the report history content was shown. I thought it was a certain number of reports (i.e. las 40), but last month makes perfect sense.

The report list is pretty useful, not because you get any detailed information on your reports aside from the status, but because you get to see the reports marked as bad, and may evolve your reporting criteria based on knowing which were incorrect (although, as I said, you don’t get a reason why).

For those who're not aware of one more fact, mods/admins can also see the email address of the person who reports a post of anyone.

@OP, if you believe that there's some sort of spamming / threat / extortion / unkind behavior, you can use that "Report" button in order to use your right to contribute to the forum in a much better way by letting mods/admins know about the inappropriateness of that comment and help keep the forum clean.

It depends on what you have reported on but mostly it is this two if you reported a plagiarized post then the member who plagiarized that post would like receive a permaban but if you just reported a shitty spam post then that user's post would just be deleted and he/she will receive a private message about it regarding what post of his/her is deleted by a mod. Other things I see being reported are necrobumping a dead thread as well as reporting a thread that has become a megathread both of which I honestly don't know what the consequences are.

I do not think there is any forum member who's post hasn't been deleted at one point or the other,so most times,reported posts are simply just deleted when they are probably off-topic or of no quality whatsoever and can be of no help
The only time stringent consequences could be meted out is when the post being reported breaks forum rules,then such user would face the consequences,most often permaban for plagiarism or sharing phshing links etc
