We all know cryptocurrency needs institutional investors.
However, institutional investors have been buying cryptocurrencies worth hundred thousands of dollars through OTC markets in order to get the required quantity at their desired price.

Going through local exchanges will inflate the price of bitcoin which is unfavorable for them. If they had gone through exchanges, then price of bitcoin will be well above $20k.

The good thing is, institutions do not want to miss out on this great technology and they are joining gradually. I believe with time, the effect will be obvious.

Yes you are right it is very positive development that institutional investors are getting on board and it does not really matter from where they are buying btc and eth even if they are getting them from otc or local markets still the impact will be seen and we can expect big bull run and complete recovery of market in coming months.
