Colleagues, tell us how things are going with the return of video cards burned in the mining in Europe and the USA?

In Russia there is a law on consumer protection. It says consumer - an individual who has the intention to order or purchase or ordering, purchasing a product (work, service) or using a product (result of work, service) solely for personal, family, home and other needs not related to the business.

In 2018, stores began to refuse under warranty, if the consumer returns more than 3 video cards. Each retailer maintains its base of miners and exchanges them with other merchants. This greatly reduced the losses of sellers.
Proving your rights in court is very expensive and time consuming, therefore, the returns of warranty video cards have decreased.

Most shops won't allow you to buy more than two gpus at once as a consumer now. 
If you're running a gpu farm you're commercial. See commercial warranty.

Thanks, that's great. But the buyer can buy 2 video cards in each store. He can also ask for help from friends and do it every day or a few days. Smiley

And how do retailers stand against this? Are they ready to incur losses?

Don't know.  
If your gpu fails within first six months shop/retailer whatever needs to proof it was your fault, after six month you need to proof that your gpu/product worked and than failed and you're not responsible for this.
This will mostly result in RMA, so at last three months of waiting but it also depends on warranty process of shop/retailer.
Example:
Bought GPU at alternate.de , gpu failed after one year. Got a new one after two weeks. Alternate is going to deal with manufacturer.
Bought GPU at mindfactory.de , gpu failed after one year, RMA = 4 months of waiting and i got 90% of the price i paid(credit) because manufacturer wasn't able to deliver a new one.

This was before 2017/2018 and the run for gpus.  And  they're going to test your hardware and most manufacturers exclude their products form warranty if there is a proof it was used for mining.

It is unclear to me how the manufacturer determines that the video card was used in mining. You can make the assumption that if the video card is modified BIOS, then she participated in mining. On the GeForce video cards, no BIOS modification is required.

In the Russian Federation, if a product fails in the first 15 days, then the procedure for quick replacement of goods or a refund works.
In Russia, the seller is legally entitled for 45 calendar days for an examination or repair. On day 46, the buyer has the right to demand a refund and refund of the penalty.

With a 3 year warranty on the video card, you can apply for the guarantee even in the last week. The seller in any case is obliged to conduct an examination at his own expense.
