I know nobody here is a lawyer (unless you are, then perfect).

Is it legal for me to have a US based site that promotes various BTC based gambling sites? My business partner thinks no, I'm just unsure. Thoughts?

Well, you currently don't need a gambling license to run a 100% BTC casino so I don't see what the problem would be to simply promote others.
