The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

No. Bitcoin Core does not supported encrypted RPCs. However you could use a reverse proxy which uses HTTPS to encrypt traffic from your RPC client to the proxy. The proxy decrypts the RPC and forwards it to Bitcoin Core.
