I ordered Titan 2 in October and paid by Bitcoin. The delivery was announced for mid-December and was confirmed by mail. Because the miner was not delivered I asked Fulijuntuan. I was sent a DHL delivery note with the sender in English and the recipient in Chinese. DHL does not know the delivery number and the delivery would be impossible, so I was informed by DHL, because Chinese characters cannot be read.

Is it just a big fraud with the TITAN 2 miners or has anyone already received a TITAN 2?

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

According to this thread[1], it seems that Fulijuntuan is scamming people. Their product is actually several ASIC miners stacked together. It's quite possible that you got scammed.
