You have to press on wallet in etherscan, not on token in this wallet. Also I've checked that address and there was internal transaction of 54 eth.
So I think he has enough money to make transfers))

if you ever try idex you should understand this. even if you withdraw your balance it's always show out on transaction. incoming transaction also shown as out.
