I think the right time to buy is when you have enough money at the price sold, but if the money isn't enough, it's better to wait first. but even buying must also be careful and careful with market prices, which sometimes go down sometimes to get good profits

You should try to invest a small amount of your money in Bitcoin every Monday from the next week. The time is still not quite right to call it a "bull run". The whole 2019 will experience small ups & downs in prices and around 2020-early 2021 we will see a change in the market. Do not forget about the resistance we will face, when the BTC will rise in price to the levels where investors without experience got into the crypto-market.

Before you buy any tokens please endeavour to do good research on them so that you will not go and buy fake or death tokens or coins because it is cheap.  Cryptocurrencies market is generally very good to invest in at this current time and if you can carefully select those coins like litecoin,  ethereum, binance and stratis that has good foundations there is no way you will not make profits from your investments in future .

Even if people complain about all the coins moving in the same way that is not true, if you look at the charts you will see similar movements but no chart will be the same, so buying one token could be a bad idea now but buying another one could be a good investment, so it is impossible to give a clear answer to this unless you tell us which coins you are planning to buy.

This stability has something to do with investors doesn't want to enter and take the risk because they have lost so much in the 2018. So they are quite reluctant and will wait till the bulls emerges and take the market again.

But there are sets of investors who's willing to plunge in and take the risk to be a bagholder and bought lots of bitcoin. I also think that there's a big chance that the price could go down again, so it make sense to wait till it bottom < $3k before entering.

It's never too late to purchase now !
We can't expect too much with current situation so personally I keep try to invest every month and try to hold it.
I'm usually cut loss when MA 200 greater than MA 100 or I have reach my loss tolerance !

patience is the most needed by most of investors in the market, yes the price is too quiet meaning it requires also monitoring in the market. if people cant wait for the price they dont deserve to hold they will just frustrate their self. Although it is really hard to earn everyday in the market thru trading patience will help for better result.

You don't need to rely on the Western investors statements or news because the market said it all already due to it resistance to go below the previous bottom price and gaining some slightly increase in price. Technical, if the trend persist for months then bullish will occur and ETF news/rumors had nothing to do with that because crypto market have been like that for years.
