For paypal transaction middleman cant work. As it can be reverse anytime within 180 days even after 180 days if the payment made from credit card as many bank may take additional time for that.
Edit: If the take take the paypal balance on bank when reverse the paypal dollar that will be reversed from bank or card but if failed to do so paypal account of that person will be ban.

You cant get benefit for the ban of any paypal account but you can be benefited for the amount which can be reversed those payment which you have sent/will send.
