I will start investing in ICOs if
1) they can afford funds on there own to run there projects and stop relying on softcaps and hardcaps(investors money) which is why its the perfect haven for scammers ,you want to create a project that is very promising and you don't have the funds just move on ,no matter how good the project is if the hardcap is not achieved its goodbye

2)the waiting game is annoying ,if they follow my 1st idea there won't be anything holding them back especially bounty rewards ,nowadays you have to wait months for ICO to end and keep praying it become successful so as to get your rewards and the term successful from any ICO is from 'achievement of hardcaps ' this days not what the project is here to deliver ,there are still good projects out there that never launch ICO and they are doing better

What I have come to realize is that bounty managers have become more greedy than any person in the cryptospace. They are the very people that advise the devs to wait for months, reduce the bounty pool and many others. A typical example is Dominium that changed to maxcrowdfund. The bounty manager advised the founders to reduce the bounty pool just because the bounty hunters will dump the price. Why will he do that? This is because his pool isn't reduced and by so doing, the bounty hunters get few tokens and he gets a better profit from it.
Let's not blame the founders only because the BMs are the cause of all these that are happening. I have stopped investing in ICOs of late because they don't d what they say and I don't want to lose the little money that I have. For the past 6 months, all ICOs that list on an exchange sell below ICO price so no need to buy in ICO time.

Do you understand that your proposals are difficult to implement? New projects are being carried out by ICO to raise money for development. If the new project has its own money for the project, they will make a sample of the working product and find a large investor. In this case, they will not need to carry out ICO.

I do not really know if projects that are lunched these days and they do not sell any ICO, still do well like what we had in the past. Although there are quite a good number of them that are good points to reckon with in the crypto space.
Most times, such project has to go for a for of promotion, such as bounty or airdrop, to create awareness for the project.

the team needs funding for the development of the project, the problem is now many ICOs fail to reach softcap or hardcap because investors are getting smarter in choosing good projects, I prefer to raise tokens in fundraising in exchange so they can avoid fraudulent processes.

I don't think the team can do it all along without funding their project through the investor's money. It may be a win-win idea only if succeeded and the team pays the consensus, but it is too difficult to trust these days. IMO, I think the ICO river has dried up already. No new concept coming in.

For now, better research on the very good projects that you missed in the ICO boom of 2017-2018.
Some of these project have not even began trading their tokens, and if they are really good, wait for them to be market tradeable and buy some.

I will start investing in ICO if market already have significant price action moving, meaning down trend finish. Whatever ICO project will fails is market condition is red and maybe their coins will never listing on exchanges. See the field and understand the reality, not easy but do that before enter. I will not stop you, your opinion is right but replace it on the right time, please.

You can start investing at any time most specially if you know the most trusted manager that handled and handling some of the good ICOs. Trusted manager won't permit to destroy their name's integrity. Their name is their personality so they would not accept scam ICOs and they wouldn't accept ICOs without 100% assurance of legitimacy of the project. This is my opinion. That is the general situation of ICO, creating an excellent whitepaper with a new product to attract curiosity and investment from investors. And then of course they will not do anything after completion, most of them will escape or develop very slowly. These actions killed the ICO market today
