Designing a security token does not have any relation with investor dashboard/app/whatever you called it. STO token is basically the same as your usual ERC20 ICO tokens. I believe designing the token and building an app for the investor is a separated issue. If we talk about the budget, I don't think it will be really different from the current ICO budget, it will depend on how complex your dashboard/apps will be.

As far as I know the cost of 'designing' (if you mean coding, creating) a security token is similar to any other utility token. The investor dashboard is a part of the ICO, you shouldn't mix these costs from business point of view.

Does it just pay the cost of the job of the developers? Or they need some hardware and some new technologies in order to operate such tokens like this? Maybe we could share if we have some infos there.

As far as I know the cost of 'designing' (if you mean coding, creating) a security token is similar to any other utility token. The investor dashboard is a part of the ICO, you shouldn't mix these costs from business point of view.

First of all, SECURITY is not the same as UTILITY token. You must know the differences. Please, you must take a look at the definition of security and utility token. In the various documents have already stated that and it will be so easy to understand it.
