Have you heard of telegram bots like Group butler and antispam bot, bitslapperbot and the Watchdog robot? The task you are asking for can be done by the help of this bots once you configure then properly and then you wont even need any community manager to do these jobs.

Otherwise if you need a good community management check the threads in this section for those providing this service because the majority who are going to apply here are dumbfuck newbies trying to get a grab a bite of every penny they get.
The worthy employee never goes to the employer. The latter needs to seek them out without asking.
