I agree with you, panic and fear of loss from investors makes prices difficult to rise, but after I see the current Bitcoin price I feel a little happy because slowly the price of bitcoin continues to increase in price and hopefully this will continue.

The big resistance is 6500 imo and will take quite a bit longer to navigate past like rocky coast line.    What we're doing now is the start of a recovery build and of course people get a little bit bullish but it takes time to properly build up enough momentum to get through stronger resistance that 6000 area represents.

This patch here by 5000 was the first ledge after the initial fall back in the autumn, it fell to this price halted for about 6 days and then continued down and so on.   We know the rest of that story, now its made its way back up and again stopped for a rest around 5000.

I think the 200 day average around 4500 area I think is of interest, ideally we need this average to be rising to turn properly bullish and turn inertia with it

I think right now, that argument must be put aside first. this year, the potential to rise is so great. Bitcoin prices are now almost $ 5,000. I assume that this positive impact will continue to grow in the future.

I don't think it will reach a new ath, without at least more use cases in the real world.
People are now more cautious as they suffered many losses when they jumped at the Bitcoin train in the early 2017 when the price was pumping hard and they were afraid of missing out.
If we push mass adoption then a new ath is going to come eventually.

indeed the current bitcoin price condition has started to rise again but I don't think this can guarantee that the price of bitcoin can recover because this is still mid-year, it will usually be seen doing a bull market and becoming very expensive at the end of the year as happened at the end of 2017 .

Sideways could be just as frustrating as down, short sellers can make money on the way down so they are happy.   'still down?'   is from your own perspective, thats the problem - you feel this is negative but its not.  The BTC could be rising and yet for someone fixated on 20,000 its 'still down?'    
Thats been the case for a few months now, negative posts on the forum while the price is everyday (on average) more positive then it was previously.    Its less obvious because price jumps up and down all the time but the trend has been up.

I dont actually think 2019 is a bull year to put it in that language.   I think its just recovery, not sideways exactly as we will do better in parts of the year and decline other times.   I think overall its going over old footprints in the snow and wondering who is this we are following and what happened here.   At some point the market realises the footprints are its own and will decide to make a new track instead of repeat in circles.

I would guess circles for now, short term 4700 to 5200 range is my guess.  Medium term range 4200 to 6500 is another guess
