You don't need to write a whitepaper to describe your project there. You can simply state some details so that those who are applying will have an idea of what they getting up to.
What if someone just wanted to get hired and of course paid by doing it? But suddenly disappears when the project starts because he/she thinks that it's not a perfect fit for him/her?
As long as the funds arent given to the team member, It wont be a big loss. If the project is not fit for a person, it wouldnt take too long to understand that fact. Also, the person who left the project mid way's reputation would be at stake too.
