My activity is stuck at 28.

r the last day My activity has been stuck at 28..I've seen users with less posts than me have 40-60 activity. How is this possible?

Because it's not the posts that count. You get 14 activity twice a month (during the first and third week of each month)

In a 2 week period, you can earn a maximum of 14 activity, 1 for each post during that period. So 14 posts every two weeks is maximum +14 activity.

That counter starts when you created your account - increases happen every 2 weeks from there on.

TL;DR: You activity will be stuck at 28, at least until Mar 18. 
And your activity will go up at most 14 every 2 weeks.
