I'm looking for the best blockchain.

It is necessary:
-quick transaction confirmation;
-scalability (from 2000 transactions per second can be in theory)
-the price of tranze is low or zero
-decentralization (DPoS does not fit)
-resistance to attacks 51%
-other advantages such as contracts
-there are wallets for most devices
-Mainnet successfully works more than six months
-not PoW

Who knows such cryptocurrencies?

There are several Blockchain projects and platform with these characteristics
So the best Blockchain for you is the Blockchain that suits your userability

You need the Blockchain that best makes your product work perfectly
So do your research and find out if it’s etherum, stellar, neo, nem Blockchain or others

BTC, ETH, XRP, XMR, EOS, are all good to invest for beginner.

By saying that your "best" blockchain cannot use pow, you have very limited options.

The best projects like BTC, xrp, iota, ethereum, are all out.

Try peercoin then
