The topic with above name present in Russian meta https://bitcointalk.org/index.php?topic=5111347.0
The start post of that topic have list of users that "is violate the rules of netiquette and bypass the rules of the forum".

Topic starter is not a foum moderator. Topic starter does not provide any proofs. And the topic is self-moderated, so users do not have the opportunity to protect themselves from defamation.

My question: is this topic relevant in the meta section of Russian forum?

Presumably there is a problem on the Russian boards, or the thread wouldn't have been started. Probably the best thing would be to see how the thread is used. If it is destructive, then report it to the mods.

Yes you right. Moderators should respond to violations.
But the slander is not violate forum rules! OK, I do not mind in principle. But I think that is offtopic for meta section.
