Merit isnt some kind of currency so it shouldn't be used to pay for services like what you want. It is meant to reward posts that are high quality and helpful

You misunderstood the concept of merit in this forum. Basically, merit in Bitcointalk is given to constructive, high quality written posts and nothing else. The services that you mentioned can be offered separately for direct payment(Bitcoin, Litecoin etc).

If you wish to become a full member, you will need to accrue a good amount of merit which can be done by writing quality posts in various sections of the forum regularly.

No, it's not legit. merit points can get only for constructive, informative and quality posts.

After one year here, you did not collect one single merit. Of course, it is normal because your post history says the only bounty report posts. No merit for these spam posts. Also, you do not need to post the same post like this in several sections of the forum.
in the end, you have to know, begging for merit results red tag and then your rank does not mean anything.

Offering services here is one way to make an "earnings".

I suggest you to focus on this thread with your offered service, not because of merit thing. That's not how merit should earned. Contribute to the community by helping others with your knowledge.

To have some "clients", always do your best how to attract them. Tell us why should we hire you. Tell us why should we choose you over others. Tell us your rates. Tell us your background. Show us your portfolio. Tell us everything!

Merits will come sooner or later. Don't rush things.

In one way he isnt wrong, barter is kinda of how crypto started off.   If you do a decent job for someone and take part in the forum then I'm sure people will at least give a merit for being a good forum member.
I'm always looking out for people with zero or low merit to give them a start, most people dont barely have any merit left though so dont expect too much.   I'd call the merit economy, deflationary tbh

I'd advise you to start with just being helpful on your photoshop or similar and then the merit is a bonus not an exact payment as such.   Hopefully it will snowball for you
