Hello TakashiHiroki, i had developed a casino in the past, and here you have two options, the first one is to build it from scratch, and the second one is to build it from zero.
If you search in github you could find some opensource codes for casinos, you can take those and open your site. But remember the most import part of the casino, this one is the bankroll, and this is important because if you can't pay to your customers, then why they should gamble in your site?
