The blockchain opens up the opportunity to rethink and redesign the digital transformation of public administration. Many registers must be operated in a way that is tamper-proof and failsafe, and documents and notices must provide proof of certain facts - trust in authenticity and unchanged transmission is not enough. With the blockchain, data can be quickly processed and permanently checked. Its potential lies in the ingenious combination of well-known and proven concepts: it is a public account book, decentralised and digital, with which transactions such as payments can be recorded without a central office having to legitimise each individual transaction. Communication takes place directly between the parties involved. Each element in the network stores the data - neither party takes sole control. All parties can review all records, and each item is uniquely identifiable. Users can choose to remain anonymous, and a transaction once entered into the database can no longer be modified. It is linked to every previous transaction and forms a chain.
