Can such App work in these ways:

* App Sends and receives text  to/from blockchain.
* Sends and receives videos to/from IPFS 1.
* Sends and receives Images to/from IPFS 2


Or are there better ways to do this?

Note:
IPFS 1 for video distribution only
IPFS 2 for picture distribution only.
 
I guess it is better to have video and picture stored on separate IPFS to make distribution more efficient and easy to store.

Most blockchain businesses would need to easily store the essential files such as texts and images in a decentralized manner. Very few would be storing videos anyway.  So I was thinking that it's better to have separate IPFS for pictures to make things easy to distribute and retrieve.

Has this been tried before?

Don't just build something cause you can...

Identify a need first.   Why would we need to track the history of a video, when a simple hash proves it was not altered?
