Don't underestimate the power of the authorities. They can put a lot of pressure on people if they feel they need or want to.
most likely they focused on the development and forgot that there are people who are interested in the project. but without a community that will test and use the product, their chances of success will be zero.
No doubt they need to involve the community and convince them to actively use their product. Otherwise word of mouth marketing can't emerge.
