Let'begin.
I installed 4 x  280x cards and they work perfectly.
Recently I added 2 more and unfortunately problems started as two last (counting from the processor side ) PCI 1x slots stopped working. They were working before until I plugged risers in the middle of the board. So the cards that used to work stopped working when I added new ones. They can be seen in device manager but fail to work (error 43).

I assumed risers are ok, power supply is ok for sure.
Tried reinstalling drivers couple of times. no success.
Tried solution from microsoft knowledge base when you are uninstall device, check box to uninstall drivers for that device, scan for new hardware, and wait for device to appear correctly. It happened few times that It looked like device was installed correctly but then few minutes and again error 43 back again.

I have one intel HD integrated card and 6x 280 plugged into asrock h61 btc

I am absolutely clueless. Was looking for some modded Ati drivers as this could fix it but I couldn't find any.

I will try now to install other operating system as I use 6 months w2k12 server trial, however it would be nice if I can make it work under 2012 server.

update, after installing w8 all cards worked as a radeons 7900 and after instaling catalysts 13.12 again 2 cards are with exclamation mark and error 43. Additionally after removing old drivers and letting w8 native deal with cards only 5 were seen. One got error 43 (sic).
 For the time being I will reinstall windows 8 again, but I would like to underclock and undervolt them so making new catalysts work is kinda necessary.

I just checked working driver version:
it is 13.251 from 6/12/2013 but it recognizes all my 280x as a 7900 series. I will need catalysts for that to underclock/undervolt.

After a half day lost I got it working just by installing win 8.1, not installing any amd driver, just let windows to find and install drivers from windows update. Everything works, 6x 270 on one this board. Try this on server, it should be the same.

you mean underclocking undervolting works for you with default w8 drivers?

It installs 13.251.0.0 AMD driver, not the microsoft generic one, so yes, everything is working.
