ICO is Initial Coin Offering. So, the peoples behind ICO is the team and developers of the company who want to raising funds with ICO.
If the peoples behind ICO are anonymous, maybe you should avoid the project at all cost because it has high possibility of scam project.

Actually, most of us doesn't really know behind the creation of ICOs or in the top of creating ICOs in it's first days. But we all know who are those people who run an ICO project if we try to see in their website if these ICOs are legit and it have also a legit people, unlike fake ICOs which using the face of other people and use some fake names just to put it in their website or community channels.

I think the simplest answer would be the project owner or the developer of the project.
And it would be impossible for everyone outside the project to do make the ICO of the related project.

The creator Bitcoin still has his shares in his wallet if he still has the key, he can recover or spend it, the top person in any ICO are or is the developers who create and manages the platform, but the ICO should also have a team it's hard to run an ICO with only one or two guys.

I think you are mixing things up here, we have three parties to ICO based on my understanding, and we have the project developer/Team, campaign managers and bounty hunters.

Among those developers and teams lies the person that came up with the idea but doesn’t necessarily mean he is the sole owner of the project, they are the ones to plan their strategy and work together as owner and that is why they are called team, while bounty managers and hunters are the ones working to solicit for these funds for them, so if I fully understand your point.

I think when you see the team, you have already see the person behind the ICO or could it be that you are talking about the inventor of ICO which I believe is still BITCOIN because they carried out the first Project.

It is somewhat complicated, because there are many people with very clear intentions, some want to develop progress and others are just swindling, but the main actor behind all ICO I think is in the CEO, that's where everything originates.The main ones of the Team represent a supremely important part, in fact, we must have proof that they are real people, now they have many demands for ICOs, so much so that they have changed some of them to STO.

Not all ico project reveal its true identity like satoshi nakamoto we cannot know who is she/he and we cannot sure which one is the top ico since its only the beginning of their promotion no one can know which person behind ico project, just be focus on researching the goal of the project.

I believe that what he is just trying to look out for is the main person that has the project idea, like the CEO of the project which he may never know because that is why we call it team, except the project has an already established company with their organogram stated clearly in their whitepaper of their website.

One might not really find out the main owner because it’s identity does not really matter in this case, all they need is working products and they will work with any team that can make this a reality, once the create a team, the team will constitute capable people who automatically owns the project too via their contributions, either intellectually or by funding.
