Yes that is right. This is not a one person thing. ICOs have a whole management in their back and all of them work on different designations and positions to make sure the ICO is successful. there are some speculation I think about who they are behind ICO.

First I thought they were one of the Bounty Hunter who also wanted to try their luck by making ICO itself.
The Second is that I think they are Bounty managers who try to invest and imitate the concepts of projects that have been completed.
and The Third is I think they are innovators who try their luck, raise funds with a new concept of ICO / ITO that aims to develop their business.

I like this man but i think the whole system is a combination of people with different role to play but mostly it starts with the idea either in group or individual and then it fans out to other people who then decide to build a system So yeah there is some kinda magic there too

In ICO everyone has a great impact through the successful if any project. My believe is that without investors there  will be no fund to carry out most of the project.

Bitcoin is different from case of coins / other projects bro, history of bitcoin you certainly know, but for projects after that real individuals, groups and companies intentionally follow blockchain technology such as bitcoin. the highest person in ico? ... it's clear that the developers on each project are the highest.

I believe the top ranking team members are in charge especially the CEO(Chief Executive Officer) and COO( Chief Operating Officer). Except in a case where third parties like KickICO, Latoken etc are involved
