We plan to conduct an ICO first and move to IEO if necessary. The reason is that the cost of an IEO is at the moment quite high.

Some basic background info will be asked for participating in the ICO, but nothing too complicated. It's mostly for reporting purposes. This is in the "Verify your account" page.
