Hope that you've saved a copy of the wallet file before the upgrade.

Just restore the wallet via SEED (yes you've lost the SEED but).
Reinstall the old compatible version for the wallet file, turn off your network adapter and open the wallet.
Click "Wallet" then, "SEED"; type your Passphrase and your SEED should appear (copy to a piece of paper and store it somewhere safe).

Reinstall the new version and restore via SEED, must be the same format (2fa) to restore the same addresses.

seed is grey and can't click on it

the seed is grey because 2FA wallets don't store seed words for security reasons (if they stored it then it wouldn't have been 2FA, it would be a full wallet and you wouldn't even need the "servers" to connect to so that they could sign your transaction as the secondary signers)

So, Electrum doesn't store it to the 2fa wallet file for 2FA-enabled wallets...
I only have one disabled 2FA wallet file and the SEED can be recovered because it was restored via SEED, okay.

Anyways, I wouldn't recommend you to use that wallet if you don't have the SEED (there's a major risk in keeping it).
[1] Just send all the coins to a newly created wallet with the latest version by manually connecting to an "Unpatched Good Server":
  • Create a new wallet using the Latest version, this time, make a physical copy.
  • Save a backup of the wallet file.
  • Install the old version that's compatible with the old wallet file, then open it.
  • Click the Red/Green/Sync icon and click "Server" tab, disable "Select server automatically" and try to select a server that still works with old Electrum versions.
  • After finding a "good" server, send out all your coins to the new wallet.
(Beware of pop-up messages that state "you need to update to the latest version" followed by a link, Electrum connected to the hacker's server if this happened. Just ignore the message and select another. If it show electrum.org that's not a link, it's a "good" server.)

[2] Or try to upgrade few higher versions at a time, keep a copy of the wallet file because the upgrade process might corrupt it.
Previous releases: https://download.electrum.org/
Example: install 2.7 then open the wallet file (this will update it to be compatible with 2.7), then close and install 2.8, open the wallet file again, repeat until you reach the latest version.

I only have one disabled 2FA wallet file and the SEED can be recovered because it was restored via SEED, okay.

that is because a disabled 2FA wallet is not longer a "2FA" wallet, when you select disable 2FA during the recovery from seed you are practically converting the wallet type from a 2FA-multisig to a normal multisig. they are both 2of3 wallets but after recovery your wallet will contain 2 keys instead of one.

First of all I suggest making additional backup copies of default_wallet.original.

Then open that file in electrum 2.6.4 if you have it installed, go to wallet menu > password and disable password there by entering it in the first two fields and entering nothing in the last field. You only have to do this last step if you have a password set. Then go to file > save copy and save a copy of the wallet file somewhere convenient and open it in notepad or some other plain text editor and tell me whether you can see x1 and x2 like here: https://termbin.com/nc0l

Are the xprv and xpub there? Don't share them with anyone. Just tell me whether your wallet's xprv and xpubs are there are not. Note they will be different from the ones in example above except for the fact that they start with xprv and xpub.

I think this will not work to encrypted electrum wallet with 2fa enabled you must decrypt the default_wallet.dat first before you can see the correct one as the same as what shows from here https://termbin.com/nc0l

I think he has addresses that start from "3" so even you export the private key when importing it as standard wallet the result will be a legacy wallet. According to Electrum 2fa wallet contains 2 master private keys.

What I think right now is OP should make an offline transaction and broadcast it to broadcasting sites like https://coinb.in/#broadcast
Op should make a sign transaction from Electrum and copy the raw transaction and broadcast it through coinb.in.

That's why i asked him to remove the password first.

He can't do that since it's a 2fa wallet and he needs trusted coin to sign his transaction.

I have a good idea of what will work. What I posted above (and replicated here because termbin links expire in 30days) is a partial 2fa wallet. Think of it as a template. All he has to do is replace the x1 and x2 xprv/xpubs in it with his own and open the resulting wallet file in the latest electrum version. Electrum will detect it as a partial wallet file and he can simply follow on-screen prompts to complete the wallet creation process.
