You can go to idex.market and exchange the token easily as per my knowledge. It's a decentralised exchange so I think there will be no legal stuffs involved in it.

The amount seems very small so I guess using tor browser you can go with any exchange that has LPT/ETH or LPT/BTC peer.

Do not sell them! Put them for staking on platform. The annual return 150% at the moment
