I imported my electrum seed to a new laptop but my labels that I had aren't showing up next to their addresses?

They aren't restored along with the seed.

What you can do is use a plugin (which already comes in Electrum) called LabelSync to send your (encrypted) labels to a server and get them back whenever you want.

Alternatively if you have the old wallet file you can simply save that on to a usb drive via file > save and open it in the new pc via file > open.
