I have a feeling that you misunderstood OP. You understand that he represents as the owner of bitcointalk.org forum.
He is not mentioned which is the web address of the forum. Also, the funny thing is that each forum needs to have moderators.

OP should mention or post the link of his forum so potential applicants can check if they want to work on the site, but $100 is just a small amount to include  ranking your forum, moderators' job is only to moderate the topics of the forum and do not include ranking the site, you should add more details.

I believe he is just a guy who doenst know English very well.He has a forum bitcoin related. He is not the owner of this forum lol

We have many forums crypto related, which they have in name "talk" word. Bitcoin-talk I think is still not registered brand name, and everyone can use something similar like that.

I told on my previous post to read the title. Have you known any other forum except this one which name is "bitcoin talk forum"?  It is clearly mentioned on the title.

With so many negative feedback, I doubt anyone would be willing to spend one month of their time moderating the forum and not getting paid by a newbie. Better to use escrow to get assured payment.
