The list is in there already so free to choose. But if I were to ask, I suggest you to pick Hhampuz. We all know that all of the campaign managers out there are good in picking quality posters, very strict when it comes to the post requirements and time-conscious; and Hhampuz possess those traits as well. His main edge among all of them is the right attitude. Don't get me wrong , no doubt that others are kind too but for me he is the kindest. He is very accommodating and considerate thus resulting to much motivated participants.  In return, the more motivated the participants, the more effective is their way of advertising .

bounty programs are not much effective nowadays as they just encourage spamming and shitposting but don't help a project in marketing, also good influencers losing interest and avoiding joining bounties which pay in tokens because tokens usually don't get any value. so you better run an effective signature campaign with a trusted manager who could on-board high quality posters. so people read their posts and they get noticed about your project.

Don't get me wrong. I'm not saying you spam and what I'm trying to point out is that you have to do things the way are run on here till you earn the require trust with reputation cause newbie doing trading through PMs usually go bad.

Doing a community program which rewards holders and supporters is also a good thing (like what LTO & Elrond does) as long as the project is solid. IMO promotion in Bitcointalk is suitable for mixer, while ICO project might not benefit greatly from that because I believe ICO speculators won't spend hours in here. They might find better odds through promotion via ICO channels such as ICODrops or something similar.

There are a lot of ways for you to advertise your project. You can simply start a bounty campaign here. Find a good and reliable manager which could help you plan out the bounty. Conduct and airdrop to gather holders and potential supporters. Create a community which can help your project grow. You can try the Service section, post what you need, or look out there if you can find what you are looking for.

Admit it or not, what aioc said was true not all the time but at least in some cases. What would you expect from a newbie? Of course he knows nothing for now because he is only about to start exploring this forum. If newbies, I'm not pertaining to all, don't yet know about the Services section (for example) of this forum then what more of managing sig campaigns? Right? I hope you get my point.

Tbh I don't think you share the same definition of 'newbies' here. What he posted and meant by newbie might be a newbie account which was created recently and started to look for a job as bounty managers or those who just started their bounty managers careers (their rank might be a member or higher).

At some point, I also believe that choosing an application from a newly created account without any clear portfolio is really risky. On the other hand, choosing a 'newbie' manager but has a high rank in this forum might worth a shot as long as they have some portfolio or knows the basic of doing their job. You might not get the best manager but it's worth a shot.

Op says "Looking for partners". It simply means it is not a paid job. They might pay you with their abundant supply of token (sahreholder model) or might be they pay you some commission or might be you will not get paid at all.
