I am looking for reccomendations on the vest forum software for a community and project discussion. Something like what bitcointalk is using.
Second, are there any admin volunteers who would work for free until we start earning revenue?
Thoughts?

phpBB is the best free forum software, with a massive community behind it and thousands of plugins and tutorials to do just about anything you could want. vBulletin is the best paid one, with the same concept but much more beautiful software and a company that backs it instead of just volunteers. Really, both are great pieces of software, but phpBB can also be used while growing and vBulletin after it takes off (if it does) as well since everything can be imported and moved over easily.

You should take a look at the forum software that Bitcointalk is currently developing: Epochtalk. It's still in beta, not much adoption yet, but by using it you could actually help its development. Otherwise, if you wanna go with something already well-established, go with the ones ranlo mentioned above. Post it in the Service section, maybe add some interesting offer like percentage of revenue once it becomes profitable.

i doubt any high-quality admin would do this for you. you should manage it by yourself or probably work it together with someone that you know. not saying that it is not possible but the chance to find them is small. btw, you're not mistaking 'admin' with 'moderator', are you?

The most popular are VBulletin, SMF, phpBB but here you have a pretty good list https://en.wikipedia.org/wiki/Comparison_of_Internet_forum_softwareSMF is easy to administrate and it's good to start with, especially if it's your first one. The downside is it doesn't have a lot of features/add-ons. So it depends on what you're looking exactly. Free or Paid, etc...

I can be volunteer my time for you but not as an admin but as moderator, I've managed several forum software before like Xenforo, MyBB, and IP.Board, and if you want a discussion/community forum software I would say Invision Community (IPB) would be fulfilled your criteria. The problem is, this is a paid software forum but you can use the nulled version if you want. I can help you to set up this if you choose IP.Board forum.

When you say admin, it means he has control of the admin settings and he can add and modify the forum overall settings, an experienced forum admin is what you need and it has a lot of works just adding features, and I doubt if anyone would work for free, there should be a small compensation as it will take months before you can monetize your forum.

The owner admin can set a limit to all groups including the other admin, setting up a limit in other admin is a good way since they might exploit the database and sell it to the others when the forum becomes popular. That's why OP if you choosing an admin make sure it's trustworthy or set a limit to it if you think it's not trustworthy enough.

Are you looking admin for your gaming site? I am very addicted to games and will like to join with your game project. But I cannot commit full time , so I will like to check 1or 2 hours daily before you get revenue and can appoint a paid admin.
