I want to start a business, something like a payment gateway but I am not sure how much fee is fair for such business.
let me know your suggestion about fee rates:

1. fee per transaction?
2. fee per withdraw?

thanks!

2. fee per withdraw?

does this mean your clients need to open up an account on your site and then they'll use the prepared address to receive the funds from their buyer? why don't you set it so they can input their own address? clients/buyer will use your gateway but the funds will be delivered directly to the seller, therefore there should not be any withdrawal fees.

it is good idea but I do not wish to make it completely free (and I can not too). any idea of how then make money?

Cryptocurrencies payment gateway services already bloated in these spaces, it will be a tight competition. If you are desiring to compete for this space I suggest you make a surprisingly better service than the one who existed. One of the few examples is to lower the fee than the competitor. Try to research and analysis the current competition and what are they lack of. Since Its the only way your brand new project gain traction.

You speak in general so the ideas presented may be a little far from what you are trying to apply.
You can check other services available in your area and choose the appropriate fees.
For my part, I expect that there will be one fee instead of two fees under the name of the service fee, which is about 0.5%, where all payment process between the seller and the buyer "directly send that amount after cut 0.5%" cost that amount.

Keeping money will cause you problems with trust.

1. Fee per transaction - this would be difficult because you'll need to decide who takes the fee from who. If you take this from your customers, they would hate the payment service and try to use fiat or other easier methods, and if you try to charge a big fee on your clients, they'll use bitpay or other products since the market is quite saturated.

2. Does this mean you charge a fee for when your clients/companys want to withdraw the BTC/fiat to your own accounts? This isn't a bad idea, as long as you charge no fees for transactions within your own ecosystem.

And there is already some marketplayer like BTCpay that are offering service for free. I think if you are solely looking for profit then you need to provide something more than payment gateway approach or better find something else that is not so saturated.

If we are talking about cryptocurrencies here then definitely a "fee per transaction" scheme for senders (buyers) won't be on the table, your idea here will make the users spend more (network fees + your own fee) just by using your service. A payment gateway just like Bitpay and Coinbase for Commerce is earning money through their clients which are the business establishments or the receivers of the cryptocurrencies. Bitpay and Coinbase earn through them from various fees though the conversion of crypto to fiat and the withdrawal of their earnings.

you can get fee for your services, essentially any transaction processed from your gateway will take some fees (hence the services fee). if you add another fees and your client needs to get registered then i doubt it will look good, as other payment gateway would probably just use service fees.

as others have mentioned, there's also a free service for this purpose so you should think of other features that want to make your clients choose yours instead of using those free services.
